Will it raise your credit score if you pay your cell phone bill by using a bank card that says visa on it?
I usually only use this as a debit card. If I keep paying by phone and use the pay by credit option, does it improve my credit score any? will I get more or less points on my credit score points than if I pay by debit or go into the store itself and pay cash?

No, the card is a debit card regardless of which option you use – the credit vs. debit option is only recognized by the person you are buying from/paying – the bank that holds your card will always regard it as a debit card, which does not get reported to the credit bureaus. The only way you would get credit for paying is to actually use a real credit card, and then when you get the bill, pay it off.
