What exactly is the tax credit for employers who hire new workers and when do employers get the tax credit?

I heard they passed this new tax credit for employers to boost employment in america. I have a small business and was trying to get more info on it like how much the tax credit is and when can the employers claim the tax credit.

Oh yea right another bloated pork project that will do NOTHING to decrease the unemployment rate. Supposedly (since I haven’t even bothered reading it and seriously doubt anyone in the pullet bureau has either) you hire someone and the taxes you are charged for that employer you will get a portion of it back at the end of the year. Again this is supposedly for I have no clue what the pullet bureau is doing with this except to “build” roads which that gas tax was supposed to cover but now that they have mandated a certian MPG by 2016 (whatever) all that will do is either jack up the gas tax OR find new ways or shuffle money around like they usually do to pay for future road improvements.
